A bunch of college kids were seated outside by the curb, doing people watching and chatting. Kids with no money in the pocket were discussing how to score a rich benefactor to dispense much needed cash.

Youth may be on the side of the teens but there are millions in the city who are better qualified to solicit for cash.
The situation is so bad, that whenever a stranger looks at you, it means she or he wants you to be the meal ticket.
